What is a parapet?

A parapet is the portion of a wall that extends above the roofline. It’s commonly found along the perimeter of flat roofs and serves as a safety barrier and architectural element.

What is the Annual Parapet Inspection requirement??

As of January 1, 2024, the NYC Department of Buildings (DOB) requires that most buildings have their parapets inspected annually in compliance with RCNY §103-15. A written inspection report must be prepared and kept on file for 6 years.

Which buildings are required to comply?

The annual parapet inspection requirement applies to all buildings with parapets that front the public right-of-way (i.e., streets, sidewalks, alleys), except for detached 1- or 2-family homes.

Who can perform the inspection?

Registered Architect (RA) Professional Engineer (PE) Qualified inspector under supervision of an RA or PE Other individuals with relevant experience, under the direction of a qualified professional

Do I need to file anything with the city?

No filing is required unless the DOB specifically asks for it. However, the written report must be retained for 6 years and be readily available upon request.

What happens if I don’t perform the inspection?

If you're unable to produce a valid inspection report when requested by the DOB, you may be fined $1,250 to $10,000. Failure to address unsafe conditions may lead to additional violations or emergency repair orders.

What does the inspection cover?

The inspection must include: A close-up visual check from the roof or other accessible points A check for cracks, displacement, spalling, loose material, and deterioration Documentation of any observed hazardous or unsafe conditions

What if repairs are needed?

If unsafe conditions are found, the building owner is responsible for making repairs as soon as possible. Emergency conditions must be immediately addressed. A follow-up inspection may be required.

When should the inspection be completed?

Annually, by December 31 of each calendar year. It’s best to schedule earlier in the year to avoid last-minute delays.

How long does the inspection take?

Most parapet inspections are completed in 1–2 hours, depending on the size and accessibility of the building. Reports are usually ready within a few business days.

How much does it cost?

We charge a flat fee of $499 per building for the annual parapet inspection. This includes a full on-site evaluation and a written report for your records.

Can I use last year’s inspection?

No. The parapet must be inspected every calendar year to meet the DOB requirement—even if no changes have occurred.

Larry (Director of Compliance) at the Brownstone Property Group was exceptionally helpful to our co-op. I am an owner/board member of a small co-op in Brooklyn Heights. NYC has a new L126 law which requires costly annual parapet inspections. I sent emails to five companies asking for quotes/proposals.
